Scouts Canada (NL) Trust Foundation Inc. is a registered charity managed by Scouters active in the Newfoundland and Labrador Council. The Trust manages a pool of funds to support youth in all sections attend jamborees and similar events provincially, regionally, nationally, and internationally.
Guiding Principles
The Trust’s by-laws limit its mandate to assisting youth members, including Rover Scouts. For this reason, it cannot grant support to Scouters.
Grants paid in any year depend on the number of events the Trust supports and the number of Youth seeking them. For this reason, the grant paid for a past event is not a reliable indicator of the grant available for a future event.
The Trust is not obliged to disburse all money set aside in its annual disbursement account.
Grants
The Trust pays grants to lighten, but not eliminate, the fundraising burden on youth participants. Financial need is not considered in making grants.
Grants may be considered for events planned under Scouts Canada’s Events Standards Policy and events planned under the authority of the World Organization of the Scout Movement or one of its member organizations. Grants may also be considered for events held within the province that run at least three nights or offer broad linking opportunities. Camping activities designed to lead to Top Section Award qualification may also be considered.

Group Commissioners are responsible for filing applications with the Trust.

Needs-based support
Needs-based support is available through one of two funds, depending on the Youth’s section.
The Eric Russell Memorial Fund gives financial assistance to Scouts and Venturer Scouts who would not otherwise be able to attend provincial or national jamborees. The Russell Fund was created by the North East Avalon Region in the early 1980s to honour the memory of Scouter Eric Russell. Scouter Eric was involved with the 1st Thomas Scouts as a Scout, Venturer, Rover and as a Junior Leader. Scouter Eric also served on the St. John’s Regional Council in the late 1970s. While he was a Rover, Scouter Eric was instrumental in starting the 2nd St. Thomas Scout Troop at the Church of England Boys’ Orphanage. Scouter Eric served as a leader of this troop until he passed away.
The Cuboree Fund gives financial assistance to Cub Scouts who would not otherwise be able to attend provincial jamborees. The Cuboree Fund was created after the 1995 Cuboree, held on Bell Island. The organizing committee led by Camp Chief Charles Cook asked the North East Avalon Regional Council to set aside and invest the $5,000 surplus from the Cuboree. The Fund’s original object was to give Cub Scouts needing financial support to attend Cuborees.
Section Scouters are responsible for preparing applications on behalf of a youth in need. Applications must be approved and filed by the Group Commissioner. Applications are strictly confidential. Group Commissioners are responsible for filing applications with the Trust.
